They will use carrier and land-based aircraft in southern Europe and the Mediterannean to eliminate the anti-aircraft capability of the Libyan Army and Navy, then patrol the area to warn, intercept, and possibily shoot down any military aircraft that the Libyan government might launch. The F-22 would probably not be used. Older convential aircraft in the NATO inventory are more than sufficient to handle Libya's antiquated Air Force.
