What is its conjugate base and what is that base's dissociation constant?

Conjugate base has one less H ion. So it is HPO4 and the base's constant is the autoionization constant for water divided by the acid's constant so 1*10^-14/6.2*10^-7 = 1.6*10^-8. The answer is D.
