Why can't I create a Teen Vogue account?

I'm trying to create an account at teenvogue.com but whenever I fill out the information It says, "Error, because of the terms of services and user agreement we can not accept your account information," or something like that. I know I'm not too young, I'm 16 and it IS a teenage magazine. Why can't I do this and how can I fix it?
