Water Hardness problem?

We have just started up our tank, no fish yet. We are waiting for the conditions to stabilise. We would like to put neon tetras in to start us off. However, our water is Hard (16.8 degrees clark). Can the tetras survive in hard water, or can we lower the hardness in any way? Any advice is appreciated. Thanks.
