Title 1 Receiver Problem NYS?

I bought a title 1 receiver from online and got it sent to NY. Now my ffl dealer called ATF and they are questioning the legality of it. I called them and they said they would look into it but since it is clified as a title 1 receiver and they say no I cannot have it wouldn't that be restricting my rights? Since title 1 firearms are legal in NYS? What could I do in case they say no to me?
