Should i tell this guy off who supposedly 'likes" me?

okk so ive been tlking to this guy eho lives around me on and off, and we've chilled a couple of times... he says he likes me, but idrk, he doesn't text me or call me, and one compliment he gave me was that i look like a star.... he even texted me once i wanna have with you =D. but he tells me o yea ill wait unti your ready to do it im not pressuring you.. i just feel like he's playing games with my head and its sort of pissing me off cuz i like him.. should i just tell him all of the reasons why i won't go out with him anymore ( went out with him for like a week, then broke up wit him), or just stop talking to him??
