My friend is abused by her mom!!?

My friend is abused by her mom. She got a B+ in our honors science cl and her mom was very mad. It is snowy and icy out where we live and my friend has to sleep outside on the balcony. She is only aloud to take what bedding and other supplies that she can carry through the door. Tonight is her last night, but it is below freezing. Second of all, until she gets her grade up to an A on a report card (meaning the whole third quarter) her mom WON'T FEED HER. She has to by lunch at school and breakfast. Her mom doesn't pay for her lunch at school, her dad does. (parents are divorced) My other friend who is not abused and I have to scramble to pack her a dinner at lunch time because otherwise she can't eat dinner. I don't even know if she easts at all on Saturday and she only eats a little on Sunday. (The day she gets to see her dad) What should I do? She says her mom has done this stuff before and she would have called child protective services before but she was afraid her mom would physically hurt her. She doesn't want me to tell anyone because she thinks her mom might hurt the child protector people. I don't think she would. How should I report this? I am thinking about talking to the school counselor.
